Add lib/sync.ts (computeDesiredFiles, directory walk, diff, copy/delete/prune, .m3u writing to target) and wire up the sync command in index.ts, including SYNC_TARGET env-var-or-prompt resolution.

See PLANNING/MASTER_PLAN.md, Design decisions and Task list item 3.
