Add lib/playlistStore.ts (savePlaylistMetadata, loadAllPlaylistMetadata, clearing .jellyfin-meta/ each run). Rename the wizard command to download in index.ts and call savePlaylistMetadata after downloading.

See PLANNING/MASTER_PLAN.md, Task list item 2.
