Add ALEPopulateQuickfix and ALEPopulateLocList (#3761)

Closes #1810

Add ALEPopulateQuickfix and ALEPopulateLocList. They're not very useful
with ale's default auto-populate behaviour, so their useful configuration
is described in help.
